The ultimate power of the Association rests with its members. The general members meeting convenes annually; at the general meeting members hear and approve financial and other work reports, and make important decisions; and the Board of Directors are elected by the members.

The affairs of RIC are managed by the Board of Directors consisting of a minimum of seven Directors in accordance with the Association's By-law and other rules, regulations and law.

The current Board of Directors include a non-member individual Sunny Sheng, and six immigration consultants – Walter Chen, Sean Hu, Charlie Huang, Daniel Li, Zhipeng Lin, and Allen Wang.
